Leveraging Layered Incentives for New Construction, Major Refurbishments, and Energy Upgrades for Commercial Buildings
Presenter:
Tom is a mechanical engineering executive with more than 30 years of experience developing, engineering, and delivering energy-efficiency and renewable-energy projects. His expertise includes energy-efficient mechanical systems, energy conservation measures, distributed generation technologies, and emerging renewable-energy solutions.
Tom joined Spectrum Energy in September 2018 as a Senior Energy Engineer. In 2024, he transitioned into an Account Manager role, where he combines his technical expertise with business development and client support. He has secured several landmark projects, including a national agreement with one of the country’s largest cannabis cultivation companies, for which Spectrum obtained more than $5 million in utility rebates.

During the first 17 years of his career, Tom was instrumental in securing and overseeing highly specialized projects for the U.S. military and NASA. These projects included HVAC systems for cooling docked submarines, ruggedized military mobile electronics shelters, anti-ballistic missile systems, three Space Shuttles, Delta rockets, computer rooms, and specialized satellite transportation systems.
Later in his career, Tom provided front-end engineering and sales leadership for more than $56 million in energy projects. This work included extensive energy improvements at five major U.S. Army garrisons throughout the Maryland, Virginia, and Washington, D.C. region, delivered through Energy Savings Performance Contracts (ESPCs) and Utility Energy Service Contracts (UESCs).
Driven by a passion for energy efficiency, Tom evaluates buildings and mechanical systems to identify the most cost-effective energy conservation opportunities. He combines proven engineering practices with innovative, outof-the-box strategies to reduce energy consumption, lower operating costs, improve building performance, and maximize available financial incentives.
